Manually triggers job creation. If tenantIds are provided in the request body, creates jobs only for those tenants. If no tenantIds are provided (empty or null), creates jobs for all active tenants. Fetches Purview OAuth credentials for each tenant and creates corresponding jobs with PENDING status.
