Retrieves sensitivity labels from all DLP integrations in the current tenant. If refresh=false (default), returns labels from database. If database is empty or refresh=true, fetches from Microsoft Graph API for all integrations and saves to database. Labels from multiple integrations are merged and deduplicated by ID. Requires JWT authentication with tenant ID.
