Synchronize policies between agent and server. Only WORKFORCE policy type is returned. For first-time sync, send empty request body or no policies. For subsequent syncs, include policy_id and policy_version for each policy. Server returns updated policies if versions differ. If any requested policy is disabled on the server, the response includes enabled_policies list with all currently enabled WORKFORCE policies.
