Grant or revoke an entitlement to one or more users and groups.

Entitlements required: tenantadmin [Tenant Administrator], manageAppAccessOwner [Manage Application Entitlements], manageEntitlements [Manage Entitlements].
Note: The API could be used to mark the Basic access as requestable for the end-user. In order to mark application roles and permissions as requestable, Fine Grained Access Request beta plan needs to be enabled.
