This api is only applicable to user attribute based Dynamic Roles. While invoking this api 2 things needs to be specified as part of the pathparam.

entitlement: Unique identifier of the dynamic entitlement.operation: publish: publish the dynamic entitlement so that it becomes active. Entitlements, which are in either review or active_review state can only be published.
discard: discard the dynamic entitlement, which leads to its deletion.
